Averill, C. B., Zielstorff, R., Delaney, C, Carty, B. & Ferrel, M. J. Setting Standards for Nursing Data Sets in Information Systems. AMIA 98 Annual Symposium. Although much of the information is dated( for example, there are several more recognized terminologies than in this article, the HHCC is now the CCC and the Steering Committee is now the Committee for Nursing Practice Information Infrastructure), the description of the intended function of NIDSEC is probably the best I've ever seen. Unfortunately, this committee at present is not active.
